PayPal does not have one fee — and the most-quoted one is wrong for Goods & Services

Ask the internet for PayPal's fee and you will mostly get "2.99% + $0.49". PayPal's own merchant fees page says something more precise: Send/Receive Money for Goods and Services is 2.99% with no fixed fee at all. The $0.49 fixed fee belongs to other routes — standard card payments (2.99% + $0.49) and PayPal Checkout (3.49% + $0.49). On small payments the difference is the whole story: at $10, a phantom $0.49 is 4.9% of the payment. This calculator uses the official rate for the route you pick, keeps every number editable, and runs backwards — the exact amount to charge so the amount you want is what lands.

Fee = amount × rate% + fixed fee  ·  Charge to receive X = (X + fixed fee) ÷ (1 − rate%)

International commercial payments add 1.50% to the percentage rate. Currency conversion, where it applies, is a separate 3–4% spread on the exchange rate and is not part of the transaction fee.

Worked example

At the defaults — a $100 Goods & Services payment at the official 2.99% with no fixed fee — PayPal keeps $2.99 and you receive $97.01. To receive exactly $100, charge $103.09. Switch the route to PayPal Checkout (3.49% + $0.49) and the same $100 payment costs $3.98 instead — the route matters more than the amount.

How to use this calculator

  1. Enter the amount the buyer pays.
  2. Pick how the payment actually arrives — a Goods & Services transfer, a Checkout payment, a card payment, a QR code scan, or micropayments. The rates fill in from PayPal's official table.
  3. Tick the international box if the buyer is in another country; it adds PayPal's 1.50%.
  4. Use the reverse box before you quote a price or send an invoice: it tells you what to charge so fees do not eat the difference.
  5. Negotiated a different rate with PayPal? Type it over the preset — the maths follows your numbers.

The official US rates used here

From PayPal's merchant fees page (paypal.com, checked October 2026): Goods & Services send/receive 2.99% (no fixed fee) · PayPal Checkout and Guest Checkout 3.49% + $0.49 · standard credit and debit card 2.99% + $0.49 · QR code 2.29% + $0.09 · micropayments 4.99% + $0.09 · PayPal Pay Later 4.99% + $0.49. International commercial transactions add 1.50%. One more honesty note: when you refund a buyer, PayPal does not return the fee you paid — budget for that on refund-heavy products.

Frequently asked questions

What is PayPal's fee for Goods and Services?
Per PayPal's official merchant fees page, Send/Receive Money for Goods and Services costs 2.99% with no fixed fee. The widely copied '2.99% + $0.49' blends it with the standard card rate — card payments processed by PayPal are 2.99% + $0.49, and PayPal Checkout is 3.49% + $0.49. This calculator defaults to the official Goods & Services rate and lets you switch routes.
How much should I charge to receive $100 after PayPal fees?
It depends on the route. At the Goods & Services rate of 2.99% with no fixed fee, charge $103.09 and PayPal's $3.09 fee leaves exactly $100 (to the cent, rounding up). At the Checkout rate of 3.49% + $0.49, charge $104.13. The reverse box on this page does the maths for any target and any rate: charge = (target + fixed fee) / (1 - rate).
Does PayPal charge more for international payments?
Yes. PayPal adds 1.50% to the percentage rate on international commercial transactions. If the payment also changes currency, PayPal's conversion spread (3% on most commercial transactions, 4% when paying for goods in another currency) applies to the exchange rate on top — this calculator models the 1.50% and discloses the spread rather than guessing your currencies.
What are PayPal micropayments and when do they win?
Micropayments are a separate rate — 4.99% + $0.09 in the US — designed for very small payments. The fixed fee is 40 cents lower than Checkout's, so below roughly $12 the micropayment rate usually wins despite the higher percentage. Your account must be enabled for micropayment pricing; compare both presets on this page at your typical amount.
Does PayPal refund its fee when I refund a buyer?
No. PayPal's policy is that the fee you paid to receive a commercial payment is not returned when you refund, in full or in part. Sellers with high return rates should treat the fee as a cost of the sale, not a deposit.
